Grand Jury Indictments in Hopkins County
A Hopkins County Grand Jury has issued multiple felony indictments:
- Billy Carter (34) is charged with first-degree arson and first-degree wanton endangerment. Police say he started a fire on March 9 near a propane tank at an occupied building.
- Brittney Monahan (36) faces 11 charges, including distributing explicit material involving a minor and meth trafficking.
- Landon Talley (38) is charged with 15 counts related to possession of illegal material involving minors.
Emergency Alert System Update
The Webster County Emergency Management says its alert system is designed to automatically send full warning messages to residents.
The system uses CodeRED, which alerts people if their registered address falls within a weather warning issued by the National Weather Service.
New Re-Entry Campus Plan
Andy Beshear announced a new re-entry campus to help former inmates return to work and society.

DUI Arrest in Madisonville
Faith Watkins has been charged with:
- Driving under the influence
- Disorderly conduct
Police say she appeared highly impaired, struggled during arrest, and later passed out while being taken to jail. She was then rushed to the hospital for treatment.

Matthew McIntosh, a teacher recently arrested in Greenville, has been suspended.
