NEW YORK CITY — Taylor Brown, a civil rights attorney, has been appointed by Democratic Mayor Zohran Mamdani to lead the city’s newly created Office of LGBTQIA+ Affairs, becoming the first out transgender person to lead a city agency in New York.
A Historic Appointment
Brown’s appointment, which took place in March, positions her as one of the most powerful transgender officials in the city’s government. Speaking to WNYC’s Morning Edition, Brown described her role as both urgent and deeply personal.
“When you think about the history of trans people, especially here in New York City, the birth of the modern LGBTQ civil rights movement, trans women have been leading that,” she said. “So I’m extremely proud, I’m honored.”
Dual Mandate: Immediate Action and Long-Term Change
Brown’s new position has a dual mandate: first, to respond to the escalating political attacks on transgender people, particularly at the federal level; second, to dismantle long-standing inequities that have plagued LGBTQ+ communities, particularly transgender people and LGBTQ+ people of color.
“The transgender community across the country is under attack by various entities, including the federal government,” Brown stated. “We have to pay special attention to those needs as they are critical, vital, and urgent.”
Addressing Historical Inequities
While immediate policy responses are critical, Brown emphasized that the work goes beyond current political battles. The office will also focus on confronting historical inequities related to employment, housing, education, and law enforcement. These disparities disproportionately affect transgender individuals and LGBTQ+ people of color, she noted.
“The office’s second mandate is to confront these long-standing inequities that have arisen from the historical treatment of LGBTQ+ people,” Brown explained.
Top Priorities: Protecting Gender-Affirming Care
One of Brown’s top priorities is ensuring access to gender-affirming care, which she has personally described as life-saving. “Gender-affirming care is lifesaving care for transgender people,” she said. “It’s something that saved my life.”
Brown also highlighted enforcement as a critical tool in her work. The office will ensure that city agencies comply with anti-discrimination laws and will help design programs that address the unique needs of the LGBTQ+ community. “Programs created and funded by taxpayer money are addressing the unique needs of individuals and individual communities,” Brown stated.
A Moment of Historical Weight and Urgency
For Brown, the moment is both a historical opportunity and a critical moment in time. She reflected, “These are not things that happened overnight. But I look at this office as a firm commitment by the mayor to really dig in and tackle these entrenched disparities.”
