Curtis Allen Stallard, a well-known community leader from the Clover Fork area in Harlan County, passed away on April 16. His funeral service was held on April 22.
Life of Public Service
Stallard served for many years as District 2 magistrate and later worked as the county jailer for 12 years. He was respected for his discipline and forward-thinking ideas, especially in managing public resources.
Innovative Work as Jailer
One of his biggest contributions was starting the county’s first inmate agricultural work program. This initiative:
- Turned unused land into a productive garden
- Helped grow most of the jail’s food
- Reduced expenses for the county
- Gave inmates useful skills and purpose
His work was seen as a practical and humane approach to corrections.
Personal Life and Interests
Stallard was known as an outdoorsman who loved hunting and spending time in nature. He was also a skilled marksman and took part in shooting competitions, where he often won top positions.

He deeply valued his family and is survived by:

- Son Lee Stallard and spouse Shannon
- Grandchildren and great-grandchildren
- Brother Nathan Stallard and spouse Brenda
He was preceded in death by his parents, Cecil and Jean Stallard, two brothers, and a grandchild.
Stallard was also known for his strong Christian faith. He often shared messages of hope and believed in learning from past mistakes and helping others improve their lives.
