Officials in Bell County have arrested four additional people as part of an ongoing probe into a drug operation tied to Eastern Kentucky Correctional Complex.

  • Bobby Wilder Jr. (52)
  • Julie Ealy (47) from Middlesboro
  • Robert Underwood (56) from Calvin

They were taken into custody with help from the Bell County Sheriff’s Department.

Background of the Case

The investigation began in September 2025 when prison officials reported suspicious activities to the Kentucky State Police. Authorities suspected:

  • Drug trafficking
  • Money laundering
  • Contraband smuggling
  • Organised criminal activity

In March 2026, five individuals were already charged as part of the case.

Inside Role of Prison Staff and Inmates

Investigators found that two former correctional officers played a key role in the operation:

  • William Caudill (32)
  • Dwayne Skaggs (34)

They are accused of distributing illegal drugs within the prison.

Two inmates were also involved:

  • Shane Wilder (serving sentence from Bell County)
  • Challis Davis (serving sentence from Knox County)

Authorities say the operation included outside help as well.

Family Member Also Linked to Operation

Investigators identified Donnie Wilder, a 70-year-old from Calvin, as someone who helped support the illegal activity. She has been released on house arrest.

Charges Filed Against the Accused

The newly arrested individuals are facing serious charges, including:

  • Promoting contraband (1st degree)
  • Trafficking in controlled substances (1st offence)
  • Engaging in organised crime

Some of them also face additional charges related to drug quantities and types.

All four were booked into the Bell County Detention Center.
